银监会表示，从目前来看，各商业银行都迅速制定出台了房贷新规实施细则，总体执行情况良好。据部分地区抽样调查，第二套房及以上房屋贷款套数在总套数和整体占比呈现双降，投机投资类住房需求得到遏制。
上海：并未叫停第三套房贷
现在市场上并未消除投机性购房的现象与银行背地里对第三套房贷私自开闸放水有不小的关系。随着总体调控政策的效果逐步显现，部分银行又打起了第三套房贷的念头。记者在上海采访时发现，各银行都表示第三套房贷他们一直都在做。但目前上海第三套房贷的尺度是由各银行自己把握。各家银行都表示，虽然上海并没有叫停第三套房贷，但是由于严格了审批，提高了首付和利率。
杭州：四套以内都可以贷
杭州房价只比上海稍微低了点，加上在杭州买房的外地人，大部分都是来自浙江经济发达地区，这些人“不缺钱”，所以，杭州的各银行都很乐意拉拢这些客户。对第三套房贷也就宽松了不少，不仅第三套，就连第四套房贷都不成问题。记者调查发现杭州近十家国有、股份制银行，几乎所有负责房贷的工作人员都告知记者，他们目前贷款只要在4套以内都可以做，只是首付和利率不同而已，多一套首付提高5%，利 率就要上涨10%。
深圳：银行打擦边球
国内房屋均价最高的城市，炒房者放弃在那里的炒作，再加上内地的置业者，也把第二或第三套住房置业的计划转向了海南等地，深圳的一些银行索性就停止了这项业务。但是，深圳并没有叫停第三套房贷。第三套房贷的首付和利率都不低，对一些银行来说，这任然是一项诱人的业务。深圳对第三套房贷的规定：“商业银行根据风险状况，暂停发放购买第三套房以上住房贷款”太含糊，于是一些银行就打起了这个规定的擦边球，公开做起了第三套 房贷业务。
南京和大连：根本就没停过
由于调控政策对我国二三线城市房价的影响不大，一些城市的房价不降反升。第三套房贷的需求在这些二三线城市很大，银行舍不得停下这项业务。
